If spared, Ginroku will work with the real House Imai, gaining access to more affluent clients in Sakai Port.

Prepare for a challenging fight to reach him at Fukuchiyama Castle in Tamba, near the center of the region. Approach from the south side of the castle walls to find the Iron Hand. He's a formidable opponent, so it's wise to take out the guards one by one before engaging him. Once defeated, return to Imai Sokun to claim your rewards.
