VNeID Application: Electronic Identification and Authentication

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data for electronic identification and authentication purposes. This application is designed for individuals residing and traveling within Vietnam.

Key Features and Benefits: VNeID serves as a digital alternative to traditional documents, facilitating citizen identification in digital environments. It plays a crucial role in fostering digital citizenship, supporting the development of digital government and society. The application enables users to submit medical and domestic travel declarations efficiently. Additionally, it assists authorities in tracking secondary COVID-19 infections and promptly notifying affected individuals.

Access Permissions: By using VNeID, users grant the application access to the following functions on their device:

1. Internet Access: Allows the application to connect to the internet for data transmission and retrieval.
2. Camera Access: Enables scanning of the QR code on the Citizen Identification Card (CCCD), streamlining the entry of basic citizen information and facilitating quick scanning for travel and medical declarations.
3. Media Access: Grants access to photos, videos, audios, and files to store QR code images for verification at citizen checkpoints.
4. Notification Permissions: Permits the application to send alerts and notifications to the user's device.

Collection of Personal Information: Users are required to input their data, including medical information and domestic travel details, either for themselves or on behalf of others with their consent. The personal information collected includes:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Place of departure and destination
• Vehicle number plate
• Exposure to individuals with COVID-19

All data is collected with the user's explicit permission through form submissions.

User Responsibility: Users are solely responsible for their actions and the accuracy of the information they provide within the application.

Privacy and Copyright Protection: The National Population Data Center ensures the security and confidentiality of user data, which is used exclusively for COVID-19 prevention and control efforts. The data will not be used for commercial purposes or to infringe on personal privacy. Data may be shared with health authorities and other relevant entities to enhance disease prevention measures.

Additional Privacy Assurances:

• No Location Tracking: VNeID does not collect any location data from users.
• Anonymity: Users interact within the community anonymously, with only competent authorities having access to information about those infected or suspected of infection due to close contact with COVID-19 cases for contact tracing purposes.

The application does not collect or use user information for any purposes beyond those stated and will not disclose any information that could harm or violate user privacy according to Vietnamese law or the application's policy.
