**Players & Cards**

**Tong-Its** is exclusively a three-player game, utilizing a standard 52-card Anglo-American deck (jokers excluded). The card hierarchy within each suit is as follows: Ace (1 point), 2-10 (face value), Jack, Queen, and King (10 points each). An Ace ranks lowest in this game.

**Objective**

The goal is to form sets and runs through drawing and discarding, minimizing the points of unmatched cards in your hand. A run involves three or more consecutive cards of the same suit (e.g., ♥4, ♥5, ♥6 or ♠8, ♠9, ♠10, ♠J), but note that A-K-Q does not constitute a run as Aces are low. A set comprises three or four cards of the same rank (e.g., ♥7, ♣7, ♦7), with each card belonging to only one combination at a time.

**The Deal**

The initial dealer is chosen at random, with subsequent deals going to the previous hand's winner. Cards are distributed counterclockwise, starting with the dealer who receives thirteen cards, while the others get twelve. The remaining cards form the stockpile, placed face down.

**The Play**

Each turn involves the following actions:

• **Draw**: Start by taking one card from either the stockpile or the top of the discard pile, adding it to your hand. Drawing from the discard pile requires you to form a meld immediately.
• **Exposing Melds**: Optionally, reveal valid sets or runs on the table. Melding is not mandatory when drawing from the stockpile, and melds kept in hand won't count against you at the end. To "open" your hand, at least one meld must be laid on the table. A special move allows laying down a set of four face down if not completed with a discard pile card, keeping the set secret and eligible for bonus payments.
• **Laying Off (Sapaw)**: Optionally, add cards to existing melds on the table, yours or others'. There's no limit to lay-offs per turn, and you don't need an opened hand to do this. Laying off on another's meld prevents them from drawing on their next turn.
• **Discard**: Conclude your turn by discarding one card face up onto the discard pile.
