First, let's review the requirements to understand what we need to do:

Next, it's crucial to locate the NPC on the map. I've provided a screenshot for your convenience; look for the exclamation mark indicating the NPC's position:

Teleport to the nearest station. Upon arrival, you'll have the option to rent a bike, which will expedite your journey to the NPC. Don't hesitate to take advantage of this:

You're searching for a character named Mysti. Engage in conversation with her, and she'll provide the details needed to complete the mission:

Mysti will request a simple fishing outfit. By this stage in the game, you should ideally possess a complete fishing costume, which is perfectly suited for this quest:

However, I found that my green dress was also sufficient for the task:

Surprisingly, I completed the mission without even realizing it, and quickly collected my rewards:

In fact, any outfit categorized as Simple will suffice. If you don't have such an outfit in your inventory yet, the fishing costume remains your best option.
