Unlike the familiar rain-slicked, neon-drenched Los Angeles of previous installments, Tokyo Nexus presents a contrasting vision of 2015 Tokyo. Shore, drawing on personal experience and research, crafted a "hopepunk" Tokyo, distinct from Los Angeles in its history and socioeconomics. Brown describes this Tokyo as a seemingly utopian paradise masking a brutal underbelly; disobedience leads to swift and severe consequences.

Instead of directly referencing iconic cyberpunk anime like Akira and Ghost in the Shell, the writers drew inspiration from post-3.11 Tohoku Disaster Japanese media (Shore citing Your Name, Japan Sinks 2020, and Bubble) and contemporary Japanese society (Brown focusing on current societal anxieties and aspirations).

Set in 2015, Tokyo Nexus operates as a standalone story within the larger Blade Runner timeline. While subtle nods and easter eggs connect it to the franchise, it remains accessible to newcomers. The series builds upon the narrative threads established in Blade Runner: Origins and Blade Runner: 2019, hinting at a larger conflict involving different Blade Runner organizations vying for power. The "Kalanthia War" and Tyrell Corporation's replicant monopoly are key elements explored.

Central to the narrative is the partnership between Mead, a human, and Stix, a replicant. Their bond, described as a "platonic life-partnership," forms the emotional core of the story, showcasing their resilience and codependency in a harsh environment. Their relationship explores the franchise's "We're More Human Than Human" theme.

The story unfolds amidst a conflict involving Tyrell Corp, the Yakuza, and Cheshire, a new player aiming to challenge Tyrell's replicant market dominance. Cheshire's military-grade replicants, built upon Tyrell's designs, pose a significant threat.
